This tribute says “TAE” and was on I-94 Eastbound Mile Marker 34 in Benton Harbor, MI.
This could perhaps be for Andre Machado who was killed while walking on I-94 on January 7, 2019. I cannot be sure though as those initials do not line up with the markings on the tribute site.
